Admitted to practice law in Maryland and the District of Columbia, Raul B. brings over 12 years of government and private sector experience in employment/labor law compliance, ethics/codes of conduct, and commercial/federal contracts management for domestic and international clients. He earned his Bachelor’s degree, cum laude, in business finance from the University of Maryland Robert H. Smith School of Business before graduating from William and Mary School of Law in Williamsburg, Virginia. Raul is certified as both a Leading Professional in Ethics and Compliance and Equal Employment Opportunity (EEO) investigator.

Following law school, he served as counsel to the Maryland General Assembly where he independently advised committees for the Senate and House of Delegates on labor and government operations matters. He transitioned to the federal sector as a consultant to the Department of Justice where he collaborated with Assistant United States Attorneys on civil litigation matters. Raul continued his career in civil enforcement at the Department of Energy (DOE). As a senior advisor, he counseled DOE federal and government contract managers on the implementation of three newly established programs focused on nuclear safety, worker safety and health, and classified information security compliance at national science laboratories and defense nuclear facilities.

Raul’s private sector experience includes serving as lead corporate counsel at RBR Group, a multinational technology and data analytics consulting firm serving Fortune Global 500 companies. In this role, he advises executive management on all aspects of contracts administration from drafting and negotiating non-disclosure agreements and master service agreements to performing compliance assessments. His duties also entailed drafting, executing, and evaluating employment and labor law policies for both RBR business units, teaming partners, and clients.

Raul’s areas of expertise with Overflow Legal Network include counseling clients in all aspects employment law: corporate governance​​ drafting and implementation, negotiation and arbitration representation, and internal investigations and assessments relating to ​business ethics and codes of conduct, ​whistleblower protection measures, equal employment opportunity (EEO), including diversity and inclusion initiatives, workplace safety and health, ​and wage and hour compliance​, ​among other human resource management areas. He is completing his first term as an appointee to the Ethics Committee of the Maryland State Bar Association and actively volunteers for a local conflict resolution organization where he mediates ​a variety of workplace disputes.
